The First National Security Training for Youth in the Field of Emergency Situations was organized in Guča, in the Municipality of Lučani, as a four-day programme for young participants aged 19–30. The programme combined theoretical lectures, practical exercises, simulations and multidisciplinary instruction in disaster risk management and emergency response.

The training included rescue from buildings using mountaineering techniques, knot tying and the use of mountaineering equipment, fire suppression with backpack pumps and hydrant systems, hazardous-material safety, first aid, critical-infrastructure risk assessment, topography and orientation, early-warning systems, rescue-dog awareness and other preparedness topics.

The programme brought together experts and instructors from public institutions, emergency services, specialist organizations and academia. Participants worked through a demanding schedule designed to strengthen discipline, teamwork, practical competence and the ability to respond safely under emergency conditions.

The training concluded with a formal evaluation, certificate presentation and group activities, reinforcing SPS-DRM’s approach of combining scientific knowledge with practical preparedness and inter-institutional cooperation.

The Third Basic Safety Training in Emergency Situations was organized in the Ovčarsko-Kablarska Gorge from 29 October to 1 November 2020. The programme was designed around practical protection-and-rescue competencies and operational readiness in demanding environments.

Participants attended training in mountaineering and rescue on inaccessible terrain, water and underwater rescue, topography, survival in nature, operational safety and other emergency-response skills. The programme emphasized teamwork, discipline, physical readiness and safe operational behaviour.

Instruction involved professionals from emergency-management institutions, rescue organizations, the Red Cross, academic institutions and specialist services. This multidisciplinary format enabled participants to connect theoretical knowledge with concrete protection-and-rescue tasks.

After successful completion of the programme, participants received certificates confirming their training in protection and rescue in emergency situations.

The Second Basic Safety Training in the field of risk management and protection and rescue in emergency situations was held in Ovčar Spa from 29 November to 1 December 2019. Around 30 students from different faculties participated in the programme.

The curriculum included basic mountaineering, topography, first aid and personal-safety skills. Participants practised rock climbing and rappelling, movement across difficult terrain and the practical application of topographic knowledge during field activities.

First-aid instruction addressed resuscitation, wound dressing, bleeding control, fracture immobilization and safe transport of injured persons. The programme also emphasized the importance of the rescuer’s personal safety, physical readiness and teamwork.

The training was designed to strengthen the ability of future responders and citizens to act before professional intervention units arrive and to develop a responsible culture of self-protection and mutual assistance.

The Basic Security Training in Emergency Situations was held on Stara Planina from 13 to 16 July 2019. More than 60 participants from different faculties in Serbia attended the programme, supported by the Criminalistics and Police University, the Russian-Serbian Humanitarian Center and the Serbian Rescue Team.

Training activities covered protection and rescue on inaccessible terrain, rescue from rubble, response to fires and explosions, first aid, rescue from heights, topographic orientation, operational police skills and self-protection in emergency situations.

The programme also addressed chemical, biological, radiological and nuclear risks, psychosocial support, sheltering and care of affected populations, explosive remnants, terrain rehabilitation and the protection of assets of public importance.

The training was implemented as an intensive field programme that connected operational skills, preparedness, physical readiness and multidisciplinary emergency-response knowledge. Certificates were presented to participants following completion.

The orientation training for protection and rescue in emergency situations was held in Košutnjak on 16 March 2019. The activity introduced participants to the basic elements of topography and the use of maps in planning protection-and-rescue operations.

Participants worked with orientation principles relevant to movement, search and operational planning in unfamiliar terrain. The training demonstrated why spatial awareness and map-reading are essential competencies for responders operating outside familiar urban environments.

The activity formed part of SPS-DRM’s broader practical-education approach, linking classroom knowledge with field skills needed for safer and more effective response.

The command-simulation exercise on landslide rehabilitation and the work of the City Emergency Headquarters was held on 6 April 2019. Participants included members of SPS-DRM and students from several faculties with relevant disaster-management, security, forestry, agriculture and physical-education backgrounds.

The exercise was organized around a common emergency scenario. Participants were divided into four working teams, each receiving the necessary scenario materials and working under the guidance of a mentor.

The format required teams to analyse the situation, coordinate decisions and propose measures for landslide rehabilitation and emergency-headquarters operations. The simulation strengthened decision-making, coordination, teamwork and the practical application of disaster-management concepts.
