Collaborative Gaps: Investigating the Role of Civilian-Religious Authority Disconnection in Psychosocial Support Provision during the 2014 Floods
This study examines collaboration between civilian and religious authorities in providing psychosocial support after the 2014 floods in the Sava, Vrbas, and Vrbanja River Basins in the Republic of Srpska / Bosnia and Herzegovina. Surveys with 275 residents and interviews with civil and religious authorities reveal mutual willingness to cooperate but a persistent reluctance by either side to initiate collaboration. The findings emphasize clearer roles, stronger communication channels, proactive engagement, and institutionalized civilian–religious partnerships to improve disaster response and community resilience.
Centres or Units: Making Sense of Decentralisation of Disaster Management in South African Municipalities
This study examines how South African municipalities interpret and implement their role in an integrated disaster-management system. Drawing on literature and 25 interviews, it analyzes legislative understanding, the establishment of disaster-management centres as municipal units, and the decision-making authority of centre heads. Although the legal framework provides strong support for decentralization, practical problems remain in coordination, financial accountability, uneven municipal resources, and procedural implementation.
The Contribution of Roads to Forest Fire Protection in Tamza Municipality, Northeast Algeria
This study evaluates the role of forest roads and paths in wildfire protection in Ain Mimoun, Tamza Municipality, Algeria. Geographic Information Systems, Google Earth Engine, ArcGIS, field surveys, and the difference normalized burn ratio are used to map areas affected by the 2021 fires and assess road accessibility. The results identify maintenance, terrain, vegetation, outdated mapping, and access constraints that reduce road effectiveness and support recommendations for improved road maintenance, monitoring, and firefighting capacity.
Business Continuity Planning for the Hazardous Chemical Handling Industry: A New Conceptual Approach
The paper presents a conceptual framework for managing an on-site industrial emergency while maintaining business continuity in the hazardous-chemical sector. Using an explosion in a chemical manufacturing unit as the operational scenario, it describes the roles of firefighting, state rescue services, emergency-response teams, management representatives, and management teams. The framework covers emergency stabilization, relocation of personnel and equipment, pre-start-up safety reviews, resumption of production, and continuity of operations under difficult conditions.
An Inevitable Technological Disaster Type: Space Debris
This review treats the rapid accumulation of space debris as a growing technological-disaster risk to global satellite infrastructure and services essential for communications, navigation, and weather forecasting. It discusses collision risk, Kessler Syndrome, regulatory shortcomings, Active Debris Removal, and Space Situational Awareness. The authors argue that sustainable risk reduction requires an integrated combination of technological innovation, stronger international regulation, compliance incentives, and long-term debris-management mechanisms.
A Systematic Literary Review on Community Resilience Indicators: Adaptation and Application of the BRIC Method for Measuring Disasters Resilience
This systematic literature review examines the use and adaptation of Baseline Resilience Indicators for Communities (BRIC) for measuring disaster resilience. Thirty-seven relevant studies are analyzed with attention to indicator selection, grouping, weighting, evaluation procedures, and index calculation. The review highlights the growing importance of quantitative community-resilience measurement and identifies methodological adaptations that can improve the applicability of BRIC across different local and hazard contexts.
Private sectors’ interventions in Disaster Risk Management
The article reviews the role of the private sector in disaster risk management through resilient infrastructure, supply-chain continuity, recovery planning, risk assessment, relief coordination, financial protection, and technological innovation. Particular attention is given to Corporate Social Responsibility and public–private cooperation in India, including the contribution of major industry associations and companies. The study argues that coordinated private-sector engagement can expand the scale, efficiency, and accessibility of preparedness and resilience initiatives.
Implementation of Disaster Risk Reduction and Management
This study evaluates implementation of the four thematic areas of Disaster Risk Reduction and Management in secondary public schools in Benguet Province, Philippines. It examines prevention and mitigation, preparedness, response, and recovery and rehabilitation, together with differences among participating schools, implementation challenges, and training needs. The findings indicate generally high implementation across most thematic areas, while disaster response remains an area requiring further improvement.
Role of Emerging Technology in Disaster Management in India: An Overview
This article examines how Artificial Intelligence, Geographic Information Systems, mobile communication systems, and drones can strengthen disaster management in India. Literature and case studies from the Kerala floods, Cyclone Fani, and the COVID-19 response illustrate improvements in prediction, early warning, hazard mapping, damage assessment, resource optimization, and rescue operations. The paper also identifies infrastructure, technical, training, and regulatory barriers and calls for stronger public–private partnerships and policy reform.
Industrial Disasters and Hazards: From Causes to Consequences—A Holistic Approach to Resilience
This review provides a holistic analysis of industrial disasters, including chemical spills, explosions, nuclear accidents, and other technological hazards. It examines their causes, dynamics, human, environmental, and economic consequences, as well as the factors that contribute directly or indirectly to their occurrence. The paper also reviews existing industrial-risk management strategies and systematizes recommendations for improving prevention, preparedness, mitigation, response, recovery, and resilience in high-risk industries.
State Aid in Reconstruction of Natural and Other Disasters’ Consequences Using the Budget Funds of the Republic of Serbia
The paper analyzes the legal and financial framework for using Serbian public-budget funds to support reconstruction after natural and other disasters. It considers state aid as an instrument for protecting citizens, businesses, property, and wider economic stability after major losses. The study evaluates public perceptions and the effectiveness of the aid system, focusing on whether available mechanisms adequately mitigate disaster consequences and support recovery at both microeconomic and macroeconomic levels.
Optimising Disaster Resilience Through Advanced Risk Management and Financial Analysis of Critical Infrastructure in the Serbian Defence Industry
This paper analyzes financial factors and risk-management strategies relevant to disaster resilience in critical infrastructure within the Serbian defence industry. It connects resilience with national security, employment, economic stability, exports, technological development, and the continuity of strategically important production. The study emphasizes advanced risk management and financial analysis as key tools for protecting defence-sector infrastructure and strengthening its capacity to withstand and recover from disruptive events.
Disaster Risk Reduction and Disaster Risk Management: State of Play in North Macedonia
This paper reviews the theoretical, normative, and institutional state of disaster risk reduction and disaster risk management in North Macedonia. It examines crisis-management structures, risk-identification mechanisms, and alignment with international frameworks such as the Sendai Framework. The study identifies inefficiencies, coordination gaps, and resource constraints and proposes strategic improvements for preparedness, response, recovery, and integration with regional and global disaster-risk platforms.
An Assessment of Socio-Economic Impacts of Rainstorm Disaster on the Livelihood of the Residents of Ikole Local Government Area in Ekiti State, Nigeria
This study assesses the socioeconomic effects of the 3 March 2023 rainstorm disaster on residents of Ikole Local Government Area in Ekiti State, Nigeria. Meteorological and disaster-management records are combined with questionnaire data from affected residents to identify losses, livelihood impacts, and coping strategies. The analysis provides evidence on the consequences of recurrent rainstorms and the relief and adaptation needs of vulnerable households and communities.
Sustainable Recovery: the Link Between Development and Response to Disasters
The paper examines sustainable recovery as a bridge between disaster response, resilience, and long-term development. Integrating Multi-Source Geospatial Data and AHP for Flood Susceptibility Mapping in Ain Smara, Constantine, Algeria
This study maps flood susceptibility in Ain Smara, Constantine, Algeria, by integrating the Analytical Hierarchy Process, GIS, remote sensing, and Google Earth Engine. Ten major flood-related criteria and more than 25 sub-criteria are weighted through pairwise comparison and spatially combined. The results identify areas of high, moderate, and low susceptibility, with the Topographic Wetness Index emerging as the most influential criterion, providing a practical basis for flood-risk planning and mitigation.
Understanding Crowd Dynamics and Disaster Risks in Kerala Temple Festivals: Strategies for Effective Management
This mixed-method study examines crowd behavior and disaster risks at Kerala temple festivals, where very large gatherings, constrained spaces, and inadequate safety measures can contribute to stampedes, fires, and structural failures. Field observations, interviews, and analysis of previous incidents are used to identify major risk factors and assess current preparedness and response. The paper calls for festival-specific crowd-management, safety, preparedness, and emergency-response strategies.
Implications of Artificial Intelligence and Cyberspace on Risk Management Capabilities
The paper examines the growing dependence of crisis and risk-management systems on command-information systems, telecommunications, cyberspace, and artificial intelligence. Because command-information systems are major targets of hostile cyber activity, the study emphasizes prevention, protection, and resilient operational methodologies. It explores AI as a means of strengthening cybersecurity, decision support, and national-level risk-management capabilities while supporting lawful and legitimate defence and security activities in cyberspace.
