A Systematic Collaboration of Volunteer and Professional Fire Units in Hungary
This case study examines cooperation between volunteer fire brigades and Hungary’s centralized professional disaster-management authority. Based on policy documents, key-informant interviews, and freedom-of-information data, it shows that volunteer units make an important contribution to local safety and resilience, while demographic pressures, social change, and policy contradictions create sustainability challenges.
