Flood Vulnerability Assessment by Flood Vulnerability Index (FVI) Method: A Study on Sirajganj Sadar Upazila
This study evaluates flood vulnerability across ten unions of Sirajganj Sadar Upazila in Bangladesh using the Flood Vulnerability Index (FVI). The analysis combines exposure, sensitivity, and resilience indicators across social, financial, environmental, and physical dimensions. Mechhra Union emerges as highly vulnerable because of low adaptive and coping capacity alongside high exposure and susceptibility. The resulting flood-risk zoning provides a practical basis for identifying priority areas and supporting targeted flood-risk-reduction and resilience measures.
This paper examines disaster management in Turkey from a spatial perspective. It contrasts traditional centralized approaches, in which uniform regulations and protocols are applied across the country, with modern approaches that account for the spatial distribution, severity, type, and population impacts of disasters. The author argues that Turkey’s disaster-management system can be strengthened by structuring planning and coordination from local spatial conditions toward the center, producing more differentiated and context-sensitive preparedness, response, and recovery arrangements.
Indicators of Risk Assessment and Management in Infrastructure Projects in Palestine
This study identifies the risks that affect the work environment in infrastructure projects in Palestine and examines indicators used for risk assessment, management, and prevention. Using a descriptive-analytical approach, it reviews the risk-management procedures and actions applied in infrastructure projects with the aim of protecting human and material resources. The paper emphasizes systematic identification of project hazards, structured assessment, preventive measures, and the integration of risk-management indicators into infrastructure planning and implementation.
The role of the police in disasters caused by pandemic infectious diseases
This paper analyzes the role of police organizations during disasters caused by infectious-disease pandemics, with particular attention to COVID-19. It argues that the pandemic exposed weaknesses in police preparedness for this type of natural disaster and that the policing dimension of pandemic emergency management had previously received insufficient practical and scientific attention. Based on lessons from COVID-19, the article proposes guidelines for strengthening police organization, preparedness, operational procedures, and future response to pandemic-related emergencies.
