    Naučno istraživanje pod nazivom “📚 Spremnost srednjih škola u slivu reke Zapadne Morave u Republici Srbiji za smanjenje rizika od katastrofa i upravljanje vanrednim situacijama,” kojim sam rukovodio🌍 imalo je za cilj da istraži faktore koji utiču na spremnost i kapacitete srednjih škola, organizacija civilnog društva i lokalnih vlasti, uključujući odeljenja civilne zaštite, u slivu reke Zapadne Morave u Srbiji u sprečavanju rizika od katastrofa u skladu sa Zakonom o smanjenju rizika od katastrofa i upravljanju vanrednim situacijama. 👥 🏫Projekat „Povećanje spremnosti i učešća organizacija građanskog društva i mladih u smanjivanju rizika od katastrofa u Srbiji” sprovodi Udruženje Fenomena uz podršku regionalnog projekta SMART Balkan – Civilno društvo za povezan Zapadni Balkan, koji realizuje Centar za promociju civilnog društva (CPCD), Center for Research and Policy Making (CRPM) i Institute for Democracy and Mediation (IDM), a finansijski podržava Ministarstvo spoljnih poslova Kraljevine Norveške. Istraživanje, koje koristi pristup više metoda i različite izvore podataka, otkrilo je da su nivo spremnosti i kapaciteti srednjih škola, lokalnih vlasti i organizacija civilnog društva niži nego što se očekivalo, ukazujući na nedovoljno efikasnu saradnju, ograničeno učešće mladih u procesima reformi i nedovoljno razvijenu multisektorsku saradnju. 📊🔍 Rezultati su naglasili važnost saradnje između škola i specijalizovanih institucija, aktivno uključivanje roditelja u obrazovanje o katastrofama, integrisanje materijala vezanih za katastrofe u druge predmete i korišćenje online resursa za obrazovanje. 🤝👨‍👩‍👧‍👦💻 Predložene preporuke uključuju razvoj praktičnih obrazovnih programa, sprovođenje simulacija katastrofa i vežbi evakuacije, podsticanje obuke nastavnika o postupcima hitnog odgovora i promociju učešća učenika u procesima planiranja zaštite od katastrofa. 🚨📚🚸 Na osnovu zaključaka, predlažu se sledeće preporuke: 1. 🏫 Škole treba aktivno da sarađuju sa specijalizovanim institucijama kako bi pružile ažurirane i relevantne informacije o katastrofama. 🌐 2. Razviti mehanizme za aktivno uključivanje roditelja u obrazovanje o katastrofama radi stvaranja sinergije između škole i porodice. 👨‍👩‍👧‍👦 3. Razmotriti integraciju materijala vezanih za katastrofe u druge predmete kako bi se bolje obuhvatila ova tema unutar postojećeg nastavnog plana. 📚 4. Podsticati korišćenje online resursa za obrazovanje o katastrofama, pružajući učenicima pristup pouzdanim informacijama. 💻 5. 🤝 Saradnja sa nevladinim organizacijama i civilnim društvom kako bi se unapredilo dodatno obrazovanje o katastrofama izvan školskog kurikuluma. 📈 6. Razviti praktične obrazovne programe, uključujući simulacije evakuacije, radi poboljšanja razumevanja i spremnosti za reagovanje na katastrofe. 🚨📚 7. Sprovoditi simulacije katastrofa i vežbe evakuacije radi aktivnog učešća učenika u procesima pripreme i razvoja veština. 🚸🔄 8. Podsticati i motivisati nastavnike da sprovode vežbe evakuacije, obrazuju se o postupcima hitnog odgovora i prenose to znanje učenicima. 👩‍🏫🚸 9. Dozvoliti učenicima da učestvuju u procesima planiranja zaštite od katastrofa kako bi ojačali ličnu odgovornost i svest o rizicima. 🛡️👦👧 10. Razvijati i jačati saradnju sa relevantnim vlastima za upravljanje katastrofama, školama i službama spasavanja radi efikasnijeg obrazovanja učenika. 🤝👩‍🏫 11. Razmotriti uvođenje predmeta o Bezbednosnoj Kulturi u nastavni plan kako bi se sistematski adresirale teme smanjenja rizika od katastrofa. 📑🌐 12. Povećati svest učenika o pravnim obavezama vezanim za smanjenje rizika od katastrofa kako bi se promovisala odgovornost i poštovanje propisa. 📜🚫 13. Sprovoditi obrazovanje o pravilnom odgovoru na hitne situacije i povećati svest o rizicima. 🚑🚨 14. Osigurati inkluzivnost u procesima pripreme za katastrofe, uzimajući u obzir raznovrsne potrebe i sposobnosti učenika. 🌐👥 15. 📚 Sveobuhvatna obuka nastavnika trebalo bi da obuhvati teme poput prve pomoći i bezbednosti učenika tokom katastrofa. 🩹👩‍🏫 16. Intenzivirati saradnju sa službama spasavanja i nevladinim organizacijama, uključujući redovne sastanke, zajedničke vežbe i deljenje resursa i informacija. 🤝🚑 17. Integraciju praktičnih vežbi u redovni nastavni plan, fokusirajući se na realne scenarije koji se mogu javiti u određenoj zajednici. 🌆🔄 18. Pored organizovanja radionica i seminara, važno je razvijati online platforme koje pružaju kontinuiran pristup informacijama o saradnji sa spasilačkim službama i nevladinim organizacijama. 💻🌐 19. 🌐 Unapređivanje pristupa informacijama: organizovati obuke i radionice za nastavnike kako bi unapredili njihovo razumevanje smanjenja rizika od katastrofa. 🚨👩‍🏫 20. Pozvati lokalne stručnjake za upravljanje rizicima od katastrofa da podele svoje znanje sa nastavnicima i studentima, itd. 🗣️👨‍🏫 Da bi se poboljšala saradnja, preporuke sugerišu pozivanje lokalnih stručnjaka za upravljanje rizicima od katastrofa, organizovanje radionica i seminara, i stvaranje online platformi za stalni pristup informacijama o saradnji sa službama za spasavanje i nevladinim organizacijama. 🗣️👩‍🏫💻 Zaključno, ove preporuke imaju za cilj da stvore efikasniji sistem obrazovanja o katastrofama, povećavajući znanje, svest i spremnost učenika da odgovore adekvatno u hitnim situacijama. 🌐📝🚨 The scientific research, titled “📚 Readiness of High Schools in the West Morava River Basin in the Republic of Serbia for Disaster Risk Reduction and Emergency Management,” led by Prof. dr Vladimir M. Cvetković, 🌍 aimed to explore factors influencing the readiness and capacities of high schools, civil society organizations, and local governments, including civil protection departments, in the West Morava River Basin in Serbia in preventing disaster risks following the Law on Disaster Risk Reduction and Emergency Management. 🏫👥🌊 The research, utilizing a multi-method approach and various data sources, revealed that the level of readiness and capacities of high schools, local governments, and civil society organizations are lower than expected, indicating insufficiently effective collaboration, limited youth representation in reform processes, and underdeveloped multisectoral cooperation. 📊🔍 The results highlighted the importance of collaboration between schools and specialized institutions, active involvement of parents in disaster education, integration of disaster-related materials into other subjects, and the use of online resources for education. 🤝👨‍👩‍👧‍👦💻 The proposed recommendations include developing practical education programs, conducting disaster simulations and evacuation exercises, encouraging teacher training on emergency response procedures, and promoting student participation in disaster preparedness planning processes. 🚨📚🚸 To enhance collaboration, the recommendations suggest inviting local disaster risk management experts, organizing workshops and seminars, and creating online platforms for continuous access to information on collaboration with rescue services and non-governmental organizations. 🗣️👩‍🏫💻 In conclusion, these recommendations aim to create a more effective disaster education system, increasing students’ knowledge, awareness, and readiness to respond adequately in emergencies. 🌐📝🚨 The project “Increasing the Preparedness and Participation of Civil Society Organizations and Youth in Disaster Risk Reduction in Serbia” is implemented by the Association Phenomena with the support of the regional project SMART Balkan – Civil Society for a Connected Western Balkans, carried out by the Center for the Promotion of Civil Society (CPCD), the Center for Research and Policy Making (CRPM), and the Institute for Democracy and Mediation (IDM), financially supported by the Ministry of Foreign Affairs of the Kingdom of Norway.
